Making petrol

Is very simple.  We add C02 to steam above 380° C and below one-atmosphere pressure.  We set off a spark and the gases unburn to form methane and oxygen, and loads of heat.
1 CO2+H2O+T-P ->CH4+3O P< 1 atmosphere
This is the opposite to what happens in high pressure and low temperature.  If the engine does not pressurised the petrol and oxygen, with petrol will burn not at all, or with a sooty flame.
2 CmHn+pO2->(mCO2+(n/2-r)H2O-E)+(He+O+E2+X-ray) molecular nuclear fusion

So they gases are a at 900° C.  But the steam plasma in the fire-tubes increases the temperature to 3,000° C.  We also see the emission of X rays.  Only possible from nuclear reactions.  Here molecular nuclear fusion(4).  A 1m uranium fission tube only generates 250 kW.
A 50 cm steam plasma runs at 2.4 MW - it totally nontoxic.  No handling of radioactive materials.  No radioactive waste.  Free heat and power.  Present nuclear power plants need 100 billion of annual insurance per 100 MW power plant.
None has!  All present nuclear power is running illegally.  Having paided off of the regulator.  Illegal since 1986 the year after the Chernobyl incident.
We use a steam plasma tube to generate ½ MW of mains power.  We then use the exhaust gases as a source of hot steam.
We use some of the generative power to drive a Carnot. refrigeration cycle.  To cool carbon dioxide  out of the air.
We add this pressurised but cold gas, to produce a carbon dioxide steam mixture at 380° C.  We spark it.  To unburn the gases.  To give us CH4 and excess oxygen.
We chill the gas, to produce a limitless source of methane - basically natural gas.  Free natural gas.  When we burn the methane and oxygen at high pressure, they get back our carbon dioxide and steam.  With loads of lovely heat.
This steam plasma due is basically a free source of heat.  Thermodynamic shuttles it to and from natural gas.
When we bubble the natural gas down a honeycomb Ti catalysed, and get C12H26 (diesel) and C16H34 (petrol).  We no longer rely on Opec or extracting or oil from the ground.  To turn into fuels.
Any city can produce its own petrol and diesel.  By sucking carbon dioxide out of the air.  So it is a carbon zero power source.  It only releases the carbon dioxide into the air, taking in to form it the month previously.
The major use of fuel oil, is as a heat source.  That releases only 45 kilowatts/m of heat.  As steam plasma due releases 2.4 MW of carbon zero heat.  No radioactive materials.  The ultimate clean power source.  Or oil is now irrelevant.  And with it Opec.
