They need an engineer, or phiversity physics or engineering student. This all took me 3 years to figure out.
You want a 50x1cm glass tube with end electrodes. You fill it with steam from a paint or wall paper steamer.
You borrow the electronics from a fluorescent light. You can take out the tube, add electrodes, fire up the plasma – which will shoot up past 4 atmospheres – were it will self sustain. Detach the fluorescent, and the glass tube will produce 1.2MW if heat.
The simplest idea, is house it in a container, we use a 2kW fan to blast air up. We then pass the hot air at 380oC, up a thermoelectric generator: This science was devised when electricity was first discovered. Before we used steam turbines.
So a $1,000 mains thermoelectric generator will give us 144kW or carbon neutral power. So lightening coverts regular water into massive heat, helium and ozone.
