We take a 50x1cm steam plasma tube – which generates 1.2MW of clean power, by fissioning the heavy atoms into hydrogens, then doing hydrogen fission, into heat, light and X-rays.
So we pass the steam at 380oC, through a 150kW thermoelectric generator. Carbon 0 heat – no Fossil Fuels burn. No hyper toxic uranium fission.
We use 20kW, to compress and cool air – we get off liquid CO2 at 10 atmospheres, 0oC.
Next we vent the steam down to 1 atmosphere, and mix it with the liquid CO2. We pass the resulting gas mixture into a large reactor vessel, at < 1 atmosphere. There the gases unburn.

This is why a low pressure gas flame will not easily light – the reaction wants to reverse.
So we get off methane and oxygen, we pool into liquid natural gas and LOx. The latter has high commercial value.
So all town and cities can make their own natural gas. And when burn at high pressure, releases CO2 and steam – we can take in to make new methane. No a Fossil Fuels. So it takes as much CO2 to form it, as it releases when burnt.
No fracking, or Fossil Fuels.
Then we pass the gas up 8 titanium honeycombs, and liquid fuel oil drips out. Only C4H10. Which will diesel! We drip this back down the honeycomb catalyst, and we will get C10H22.
This will separate out the lighter diesel oil, so we can send them both around again. Fourth time, we will get C16H34 and higher: that is petrol.
We now collect it, and sell it on as biopetrol. No drilling, or middle eastern price hike. So we get fuel for only 8% the cost of Fossil Fuels petrol. And crucially it is a net 0 carbon fuel oil.
Just as biodiesel only recirculates atmospheric CO2, so does biopetrol.
