Getting safe power on Earth today

Wind turbines are dear, unreliable are not the answer.  Not even fixed in the stratosphere - tethered to the ground.
Fire up steam plasma, At 4 atmospheres a pulse of external current at 2,000 V will start the plasma, which then self sustains. We gradually turn water molecules into heat, light and X-rays. 2x10-12cc of regular water will produce 2.2MW. Not just 1.2MW.
1 H2O+TU->2H++O2++4e- break the steam molecules into positive ions and free electrons.
Now the electrons are not in very regimented orbits, they come through the electron shields at the 'poles'
2 16O2++e- ->16N3+ so we have done p++e- ->n0 half life 16N 7.13(2) s
We repeat the trick, and also do nuclear fission. Ending up with 83H+
Which does nuclear fission
3 3H+ ->E3+L+X-ray
The work I have found refers to the massive heat production. Certainly, the surface of a lightening bolt reaches 10millionoC. With no combustion. A steam plasma gives off visible light and X-rays.
Which can only be produced by nuclear reactions. 3 tells us we get no solid radioactive waste. The X-rays are best blocked with concrete – the filler being FeO, not sand. So no Pt or St.
From regular water. And once started, the steam plasma runs unpowered.
Steam engine fire tubes help a partial steam plasma, and ran at 3,000oC. So we are best running a steam plasma tube in a water bath. And producing superheated steam at 10 atmospheres. The steam will be at 350oC.
We get steam at 8.138 kJ. So 8 bars, We pass throug ha thermoelectric generator, and get 144kW of free power. From 2x10-12cc of regular water a year. No CO2 or NOx :clean, safe, free power.
So we have such a plant in the garage, generating carbon 0 power for 16 houses – and ourselves.
And the amount of water is so minute, 1 bottle of distilled water will last to our great27 grandchildren.
Present uranium nuclear power is so toxic, it needs 100 billion of insurance per plant. Not available – which is why Germany and Japan have given up on uranium fission.

But a steam plasma smashes atoms together, until we are left with heat, light and X-rays. Japan is surrounded by water, so can convert old nuclear plants to run off steam plasma tubes: non-toxic, and 64 time the power. From regular water – basically free.
